(iv) The establishment of relief camps and the provision

of relief for distressed persons.

(v) The provision of medical treatment in these camps,

in hospitals or elsewhere..

(vi) The taking of adequate measures of public health and

sanitation.

(vii) The restoration and maintenance of essential public

services.

(viii) The control and distribution of supplies.

(ix)

Responsibility for enemy state property and the

property of absent owners, etc. (in accordance with a separate Directive).

The setting up of such wartime control (e.g. exchange

control, censorship) as may be deemed necessary.

(xi), Treatment of renegades and quislings in accordance

with the terms of the special directive issued to you. (xii) The establishment of currency, banking and fiscal

arrangements in accordance with separate directives. (xiii) The control of prices and wages.

(xiv)

The greatest possible use of local resources.

These activities will require the provision of both consumption and capital goods. The essential supplies required for the period of military administration are being procured from the War Office and will be shipped to you as soon as possible.

You will be furnished with particular directives on

the more important of these matters.

In carrying out your duties you will bear in mind the long term objectives of Colonial policy. This will involve:

(i)

The reconstruction of the Colony's financial and

fiscal structure.

The re-organisation of civil courts, police and

prisons.

(ii)

(iii)

The rehabilitation of commerce and industry, including

agricul ture and fisheries.

(iv)

(v)

(vi)

(vii)

The reconstruction and development of public and private utilities, and in particular of the port and air services.

The re-organisation of hospitals and other public

health and sanitary organisations.

The re-organisation of the educational system of

the Colony.

The implementation of all other aspects of policy

of His Majesty's Government for Colonial administration and development.
